I know that NTSC mode has a default engine speed of 60Hz and PAL mode has a default engine speed of 50Hz, but custom engine speed has been implemented in the latest beta. What differences do they still have?
Also offtopic: Anyone know a good substitute of the already dead Geocities (except in Japan)?
I think it only serves to change the audio's frequency when played on an emulator or on real hardware (I'm very sure you've noticed the scale of a song decrease when you go from NTSC to PAL; it's because of the frequency drop from 60 to 50 Hz).
By the way, I'd recommend this site for a decent alternative to Geocities:

It sure beats my web host; the guy I deal with hasn't responded to any of my messages for the past year, my old domain name expired & I now see a decrease in connection speed between my client computer & the server (it even shows in the ping command). :P

The other difference is the CPU clock speed, PAL is 1.66 MHz and NTSC is 1.79 MHz. In practice it means that PAL can reach about one note lower than NTSC.
