Found some bugs/inconsistencies involving effects and note-release/cut commands on the VRC7.

(4xy) NSF export broken: instrument with effect enabled hits note-cut and becomes detuned

(3xx) effect continues on note-release, not note-cut

(7xy) effect continues on note-release, not note-cut; but effect continues on note-cut properly in NSF export

(0xy) when effect enabled, note-releases don't work

(0xy) when effect enabled, note-cuts work in tracker but buggy in NSF export

(1xx/2xx) in tracker, effects continue on note-cut, but don't in NSF export (effects continue on note-release either way)

(Qxy/Rxy) in tracker, effects don't continue on note-release, but do in NSF export (effects don't continue on note-cut either way)

All are with FT 0.4.6. For the ones where the effects don't continue upon hitting note-release/cut: I think they should continue.

Attached is an example file (and NSF export of it) demoing the bugs in the above order.
