Well.
If cpow would make a official port of FT, he would sign up for a iOS Dev thing and pays 100$ for it each month, but he also can compile an unsigned port of FT that doesn't need to be submitted to the App Store.
The answer is probably yes, but could be no.
I can only imagine how absolutely hellish it would be to navigate an use on an iPad screen. A tracker (especially one as fully featured as FT) is not something that would run very well on touch-based hardware.
Example: How would you translate the mousewheel+keyboard functions like shift+scroll to change an entire effect column's values? Or selecting to copy and paste? or exporting NSFs and transferring them to your computer where they could actually be played/used?
It could be free for the regular user, but whoever wants to fully request for a port would need to dish out an adequate payment to the coder(s) who accept the request.
I mean, coding is work, you know. There are a few coders who release stuff for free, but because the project is usually their idea alone. And some even take donations from time to time, even; or use Kickstarter/Indiegogo/Patreon to fund the projects.
Not sure why I was mentioned, but I absolutely do not possess the necessary abilities to do anything in regard to porting Famitracker (or anything) to iOS.
Also, a tracker wouldn't really work on a mobile device as small as an iPhone, I don't think.

I was thinking it would be an iPad only app, because my laptop is too heavy to use at school, so if this were a good idea, I could just use my school issued iPad.
I could try the QT port on a school mac, but my teachers would probably tell me to use my iPad instead.

Like when someone in my faculty got the boot because a lab network got busted, she was blamed because she was watching twitch streams
or when a group of anime fans got in trouble because they were using a free classroom to watch anime, and an entire TV screen went missing in a completely different classroom

It works good on iPhone, but the UI is slow to navigate due to everything being crammed into such a small screen. Most of the functions are condensed into menus accessible via small buttons in corners of the screen.
It's a fair whack of money for it, but I would recommend FLS Mobile for general music making on the go - it's a great piece of kit for what it does and I think you can use your own custom sounds on it now. I think the little MiniSynth in it should cater to most of your needs if you want a mobile FT.
If you're on phone and you don't mind writing merely rough drafts or slightly limited functions, then get Pixitracker, by the author of the aforementioned SunVox. It's a rather limited sequencer, but you can upload your own sounds to it and it's good for jotting down ideas to later transcribe in a tracker back on your PC. It also costs less than SunVox, and much less than FL Studio Mobile, hahahahahaha (just don't stick with the demo, because it doesn't save)
Though it's pretty useless if you want your phone to be your main music tool. Though I wouldn't recommend that anyway...?
