while the old style goes P80 P81 P82 P83 P84 P83 P82 P81 ...

In music theory their are two styles of vibrato and trills. There is the old style which was common around the Baroque time period into the classical period (correct me if I'm wrong), and then their is the new style which is common today. At least that is what I always saw the reason for this being present in Famitracker. I could be wrong and this just for happens to be circumstantial.
I'm pretty sure that old style is the vibrato type FamiTracker had before version 0.3.5. It was left there for retro-compatibility reasons.
If you check out some really old modules, you might find out that all vibratos done through effect 4xy only go up. In version 0.3.5, a new vibrato style was added that goes up and down, which is the one everyone uses now.
EDIT: Yes, that's the reason, here's a quote from the FT 0.3.5 readme:

Sorry I was obviously wrong, but as I said in my post due to my hazy memory of music theory I couldn't quite remember, but to me it seems as something that would be easy to mix up. They both involved the movement of pitch after landing on a note. After some more research, I now remember what the differences in the old style (Baroque) trill compared to the new style of trill. Obviously I was wrong about what was going on in Famitracker, but at least my post has some half truths. In Baroque time periods a trill will starts on the upper note first while the newer style starts on the base note and then goes up.
If I mind inquiring why was there a change in the first place?

There was a change because a vibrato that only goes up from the starting pitch will sound like it's out of tune (the perceived tone will be at the centre of the vibrato). It's effectively the same as using Pxx and 4xy at the same time.
You get a similar problem if you try to construct a vibrato with a macro without first centering the pitch. As an example, compare these two pitch macros:
| -2 -2 -2 -2 2 2 2 2
vs
| 2 2 -2 -2 -2 -2 2 2
The difference in these two is essentially the same as the old style and new style vibrato settings, respectively. (Listen to the attached FTM to hear the difference.)
I always thought it had something to do with the fact that when guitarists vibrato, they only pitch down from the starting pitch. Every other instrument I can think of goes both direction leaving the center at the starting pitch.

I've seen this a lot lately...dropping the "what". Is the reason for it? Could possibly be worth saving typing five keys? Is this world coming to? Meh...I guess it doesn't always work.
I do admit, though...it does take something like WTF?! and make it a bit funnier...so perhaps the motivation is additional humor value, as in..."I could have said W T F to your stupidity but I couldn't bare to waste breath for your sake so I shortened it."
