In a nutshell:

[ul][li]Each installment is cover- or originals-only.
[li]Each installment allows you to use one particular expansion chip (or none at all, though I think all the 2A03-only installments have been done at this point).
[li]You can write 3 covers in cover DC's; only one original in original DCs.
[li]Make your module as presentable and legible and pretty as possible: the goal is to make a demo tune.[/ul]

And then some more specific stuff but that's the gist of it. And the top-3 entries (top-5 in the case of DC5) become permanent demo tunes that come with the Famitracker executable.
