I have gotten this so far and I'm not giving up. The problem is that I can't map the DPCM octaves with the corresponding notes. Is there a guide or reference so I don't have to spend countless hours fiddling aimlessly with this?

Do you have another sample of the steel drum in a different pitch? This might help you a bit, if you have more than one steel drum sample. The way the pitch works in samples on the 2a03 is kind of weird, because when you change the pitch, it will usually change by more than one note at a time, especially when it gets to the higher notes. I'm sure that you've ran into this problem, though. If you have another sample, you can use it for more range.

lol. I'm not obsessed with steel drums. The original song sounded quite like steel drums to me so I thought that I'd do a cover with actual steel drum samples. Was this a bad idea?
