So...I noticed that this guy has claimed that my Bloody Tears VRC6 Remix is his on YouTube. Username: TheFredster32
I commented on the video and he deleted the comment immediately (Then it decides to pop up again? I don't know how uselesstube runs anymore). I sent a comment on his channel and a message; no response. I filed a Copyright Claim...is there anything else I need to do?
Edit: He has also stolen SRE$ and Mex's works.

Well maybe whoever stole from you also stole from SRES. I watched some other of his videos and it does seem like posting videos of other people's stuff is what this person does.
Honestly I think SRES would be offended if you accused him with no proof like that.

It could just be somebody who grabs people's works from forums and posts them as their own. That kind of thing happens a lot.
Anyhow, you should be able to get it taken down via copyright claim, unless they dispute it. You might find if other people's works are posted there, notify those people and they may wish to file their own claims (if there are enough claims the user might get banned). It may take a bit of time to process the claim though.
That's up to you I think. If it happened to me, and the person gave credit, I wouldn't mind. If said person claimed the song as his own however, I'd be pretty pissed too.
