EDIT: Now that I actually had a look at your noise instrument... suggest you to use [url=http://www.psychicscience.org/random.aspx]this to create 200< random numbers between 0 and 15 for the envelope.

Or a DPCM wave editor that allows you to draw a waveform from scratch. If anyone was to use looped waveforms this would be handy.

You can't draw a DPCM wave, each sample depends on the previous sample, and can only be +1 or -1 from it. You could try to make an editor that automatically generates a ramp among the previous samples to meet your current draw point, but it might not be as useful as you think it'd be.
