I have heard about this problem earlier but I have no idea why the help file would fail. Does it work for your other programs?

The raw HTML files are also available in the source package, located in the hlp folder.

I just tried it and indeed the help file fails if the files are extracted by windows explorer. Follow the instructions on that site and it should work.
