Is the whole NSF format accepted, or is it just the 2A03 as the list suggests? I think I remember there beig a VRC6 entry in the past but I'm not quite sure...
At BotB, expansions are only allowed in the "nsf plus" format. The nsf format is for 2A03 ONLY.
if it's enforced to restrict yourself to a certain chip, i don't see why there should be any desire to use any expansion. the biggest part about being a good chiptune artist (especially an nsf artist) is knowing how to optimize your channels, and work within very strict limitations. if you can't do anything in 2a03, i don't think you should be doing anything at all. with nsf stuff, at least.

also if you're dealing with an .mp3, why use famitracker when you could use something else 1000x more powerful? it just makes no sense.

It's because LSDJ/nanoloop don't export to .GB/.GBS files (I think).
