Nothing. I still use MS-DOS, Windows 3.1, and Macintosh Plus sometimes.
The problem I see with a retro OS is that most people nowadays use a more recent OS, so much new software isn't designed with compatibility with legacy operating systems in mind.
However, Windows 2000 works great with Famitracker; I've tried it.

You might have some luck using something like lubuntu or Puppy Linux and running Famitracker with Wine; Puppy works great with older systems due to its low system requirements. I've used it (booted from a live CD) before on my older laptop when its hard drive died.
Either that, or find some business that's going bankrupt and is selling/giving away/throwing away their copies of Windows 2000 or XP.

That's true for OEM stock, but retail XP disks aren't on the market & OEMs can only give XP recovery disks upon customer request.
I work for an OEM with a plant in Ontario, actually (PM me if you're interested or think I'm bluffing). The OEM I work for releases XP machines upon customer request, but does NOT license machines as Windows XP (they're all licensed as Windows 7 machines). As a result, the only recovery disks they ship with are Windows 7; customers must phone tech support for an XP recovery disk. This is only for one OEM, though.

I don't know of any online retailers still selling XP discs (though eBay has plenty), but there are plenty that sell new and refurbished computers with XP still.
Not that I'd want it. The only thing I miss about XP is that I could still run 256 byte demos natively.
Support for windows 9x was lost when I switched to visual studio 2005 some time ago. If you have an older version of visual studio then it might be possible to compile for windows 98.
