I've been ignoring this thread for reasons I can't fathom. I haven't really read it so I may be repeating someone...
Descending progressions, ending phrases on a major chord, downtempo and 3/4 time are often some features of sad music, but it doesn't have to include all or any of them.
But then not all of it relies on musical content. Sometimes you can tear up at a song despite it not being sad at all - it's happened to me before (this gets me every time). That could be for a number of reasons - maybe it's you appreciating it's musical worth, or you relating to something important to you, or the context it's set in. Human emotions are difficult to capture.
