Study music you like closely. Try to figure out how it solves the problems you are having.
Perhaps take a particular piece you like and use it as a model for your next one. Wherever it does something, do something similar.
If you can, try transcribing something by ear, writing down every note. Learn to perform something live. Memorize it. These are good ways to deeply absorb and learn from music.
I am also really bad at creating my own instruments for FamiTracker so I tend to just use the Action 52 instrument set (hey, you can make some good stuff with it).
I learned a lot about how to phrase things in chiptune when I did my [url=http://famitracker.shoodot.net/forum/posts.php?id=2060]cover of the Streets of Rage 2 soundtrack. Doing a project that big exposed my to several different styles of music I liked, and forced me to figure out how several techniques were performed.
Something I suggest is to take something you want to recreate, then split its channels and listen closely to how parts were written. Take something crazy and throw it into NSF Importer and study it. Cover it, using instruments instead of 900bpm. While you're at it, [url=http://www.youtube.com/watch?v=bwNElW5IEo0]take a second to get used to the instrument editor. You can make some crazy shit with that.
In short: Cover a ton of things; the crazier, the better. Get really used to FT, and you can kick some ass with it.
