i know some skilled tracker people will read this. do you think that this was made on a tracker, or part of it?

because if it was i need to find the instruments, because i love this band and i want to learn to make music like it.

You can do this, or anything else, in a tracker. Not in FamiTracker, though.

FastTracker 2, MilkyTracker & a bunch of others that you can find through Google. Or, you could use a different approach & get FL Studio (it costs money, but I'm sure you can get it somehow).

You can make that random noise using MadTracker or Renoise.

A modern tracker with VST/VSTi support would be better, you can do a lot more with them than with a classic sample-based tracker. Buzz, Psycle, ModPlug Tracker - they are free. Renoise is not free, but more advanced.
