I don't fully understand given the quirky Google translation, but that's as much as I could gather... Seems odd to me that they should implement that, because that seriously handicaps people who use multiple compilers for different entries (ppMCK, FamiTracker, IT2NSF and so on). :\

Well, it's a nice little limitation. And, well, your 5 entries must apparently fall on the same category.
Then again, it's not like you can't make multiple entries under different pen names if you want to circumvent that limitation that hard.
The dates haven't been announced yet. Stay tuned. You won't email anything: The website will have a submit button.
Why not English friendly? The organizers don't speak English. They do welcome entries from all over the world, though. Somebody usually posts a very accurate translation of all the rules. Before that happens, I'll have a shot at it (based on previous years' understanding):

Anybody speak Japanese? Is there really a 2 entry limit this year? Are multi-tune nsfs really allowed? Are we really supposed to specify the NSF player?
I didn't see anything about specifying an NSF player. On the rules page, the Japanese seems to say the same thing the English does (it looks like they made an effort to make the rules page understandable by English speakers!)
This translation shouldn't be TOO terrible, though I make no guarantees!

This is a Family Computer music competition, in which users create and submit NSF files, which are then ranked according to votes.
What's NSF?
NSF (NES Sound Format, extension .nsf) is a format for NES and Famicom music. There's a number of sound drivers and creation tools you can use to make your own.
How to listen to NSF
You can use an NSF-compatible media player, or you can listen on the real hardware (with the right equipment!). You can also use an emulator. There's a variety of NSF players; check out this site for a list of ones you can use on your PC:

* While the competition is ongoing, there is no rule against converting the NSF into audio or video, but when judging please try to refer to the NSF file.
Famicompo mini "dark laws" (unwritten rules)
#1: By tradition, who made what entry is secret until after the results are announced. It's not enforced, but please try not to say "I made entry such-and-such" or otherwise talk publicly about your entry. However, if you're just hinting at who did it, we place no limitations, but either way this rule won't be enforced.
#2: We're basically aiming for a Japanese competition, but entries from overseas are very much welcome! However, since the organizer is remarkably bad at English ("doesn't know any" wouldn't be an exaggeration!), there probably won't be much in the way of support for English users.
