In other words, if you run into any of the certain 16 envelopes, he can help you with that.
Don't let these guys confuse you. They're talking about replicating certain sounds from NES games. While this can be useful for learning purposes, it's certainly not necessary. Plus it's more interesting to come up with your own unique instruments.

The envelopes are the MML strings you input in the instrument parameters.
By tadpole's definition, yes; it's the effects that you can tweak for each individual instrument (using the MML number values on the bottom of the instrument's settings window).
