I think his thought process was more along the lines of, "I'm going to post these in communities who might have an interest in this (chiptunes)."
right - even if it had been a hit & run post, it was at least well-targetted, and there is a good chance someone here would appreciate it.
you don't have to like the music, or buy it, or listen to it. clearly he's happy with his music enough to release it and wasn't asking for anyone's advice (but you've all jumped on him and assumed that he did.) if he wants to charge money for it, that's his prerogative, irrespective of what faults you find... and I'll add that repetitiveness, lack of harmonic movement, whatever etc. are all subjective measures of quality (there's a tonne of commercial music out there that meets those descriptions.)
tldr he's releasing this album on a pay-what-you-want basis where proceeds go to charity, it's a noble thing to do and it's not hurting anyone, so if it doesn't interest you then don't reply just to snark the thread up and tell him it's shit, seriously.
