About skills, well, you don't need to be a VRC7 ace or something, and if you're still not sure, you can try covering anything. It'll serve you as experience.

To be honest, the only sonic game I ever played was sonic the hedgehog 2, and I didn't play it very much. But, I do want the practice when it comes to using the VRC7 chip.
Go on then, make a cover if you really wish to practice a bit! As a suggestion prior to doing anything with the chip, try to place the percussions first and then play around with the VRC7 and its incredibly loud volume levels. Try your best to keep the volume lower than C or A so everything in the song can be heard.

It's not an easy chip to mix in my opinion compared to the other expansions. But I really like practicing on these OST's. And yes I really don't understand how the custom patches work. I know how to tweak them, but it's really not intuitive. U just fiddle around until u stumble upon a sound you need/want. lol.
I also suggest trying the default patches before you make a custom one. If any of the default patches has a similar sound to what you need, then you can copy it to a custom patch and modify its values.
Fiddle a bit with the ADSR envelopes and all the other options and see what they do to the sound of the patch.
For instance, instrument 1B was obtained by copying patch #7 and modifying the ADSR and modulation level, amongst other things.
