Because it's not a famitracker module. Right next to the button that creates a new instrument is load instrument.
You need to load noise_2.fti once you have selected the N163 expansion.

Here is the problem. I loaded Namco 163 chip and tried to load the instrument, it doesn't work. [Could not load instrument. File might be broken!]

It's not possible to load instruments that contains sequences with 253 items. I've noted this as a bug.

When Sunsoft 5B is completed on a FamiTracker beta, you will be able to have 1 2a0x noise channel and 3 potential 5B noise channels.

It's just one 5B noise channel that has to be output through one or more of your 3 tone channels.

Which I don't understand. Why disallow future PAL hardware players and expansions? I believe many Hong Kong Famiclones, the Polish Pegasus, and the Russian Dendy were PAL too; which means they could run expanded Famicom games. I do know the PAL frequency tables for expansion chips aren't included as of yet...

Record and save .wavs of all the noise channel instruments you want to have playing at the same time as something else, import them as DPCM samples and play them on the DPCM channel. Also make sure to use Tracker -> Display DPCM State, as the higher the delta channel is the quieter your triangle/noise channels become, and you ought to be aware of this when mixing.
