Yeah, but was it part of NES hardware? I.e. if I burn such nsf file to eeprom/use PowerPak (by the way, is there PowerPak for Famicom, because I have only access to Famiclones which rarely have NES cart port), would it play properly (in stereo) on actual console?

No, it wouldn't be possible to get stereo sound on real hardware without modifying the famicom/NES.

The PowerPak is NES-only but it works on a real Famicom using a 72-60 pin converter. It WILL NOT work on Famiclones.

Like I said before, you do it the exact same way, without the /. You just draw in the volume envelope and have it decrease at the rate you want. No note off/release is needed if you want notes of fixed length. For instance, 1 row at speed 6, tempo 150 can be as easy as "15 15 15 15 15 0", "15 12 9 6 3 0" or something else that is 6 values long in the volume envelope.
