It hasn't been implemented because it's not possible.
It's possible but it would waste memory space (ft would have to create a duplicate sample at x% volume for each volume value). Maybe allow the user to manually bind samples to volume ranges... but i don't like that solution either.
Aye, changing a DMC sample's volume also affects quality, so you probably wouldn't get usable results anyway.

As for DMC volume, yeah I was saying something like being able to change volume without affecting quality. Like adjust the pitch and quality at the same time so the volume would adjust with it. Bah! This is why we need a Volume control feature in the DMC edit portion. I'm making a cover right now that uses alot of timpanies and they are pretty loud. I adjusted the volume as much as I could without it affecting the overall quality of the sample, but they're still kinda sorta loud. Ah well, not much that can be done about that. I'll just finish the cover like normal.
I don't know if this is possible at all, but I was messing around in AdlibTracker II (FM synth tracker for adlib/soundblaster cards) on my old laptop and had an idea...
In Adlib, you can combine two channels to allow the use of 4 operators, instead of just 2. Could a similar thing be done with VRC7, or is it impossible and I'm insane for even mentioning it? I don't know a great deal about FM synthesis, so I'm probably really off base here.
But...doesn't the Zxx have something to do with the volume stuff you're looking for?
Or does that only affect how strong the tri+noise+DPCM relationship & how each would affect the other...or in this case DPCM against either of the other two?

The YM2413 (VRC7) is a very limited and reduced cost soundchip (actually, it's a reduced version of the OPL2 (YM3812) ). It has only 2 operators, and if it were possible to achieve more than those 2 operators, you could never edit the others, the chip's internal algorithms will not allow it (as already we know, the soundchip's algorithm leave only 2 "custom" operators).
In the other hand, Adlib Tracker is a tracker for the OPL3 soundchip (YAMAHA YMF262), and it's much better than the YM2413, at all points of view.
I humbly request a comment feature. Something along the lines of a resizable window that pops up from either a button or something like "view>comments", so that the author can add as much as needed to the .ftm. Maybe even a tick box that gives the option to display the comment box upon opening the .ftm.
I'm not sure if someone's already requested this, but I want the pitch option fixed in Famitracker, I mean the Pitch setting in the instrument editor, because when you play a note too low it doesn't work but if you play it too high, it goes way out of tune.
Here's another request, not sure if it's already been mentioned before, but I would like a repeat a certain # of times effect, for example, you want a certain frame to play/repeat a certain number of times before it goes to the next frame, you have an effect for that. I would really appreciate that.
