This was one of my favorite games as a kid. The song is from Jacks stage in Manches (Might be France? Not really sure, they changed the names of all the locations).
I'll upload a badly drawn picture, and if you don't recognize it, you probably haven't played the game it's from (It's horrible, but you would recognize it...).
