Why o why, can't FamiTracker set the clock speed to 0?
There is a way to set the clock speed to 0 in FamiTracker; don't open the program! If the clock speed is 0, wouldn't that be the same as an nes without any power going to the 2A03 (or any other components)? 0 Hz would also imply 0 V & 0 A going to the system. Therefore, to achieve 0 Hz, you don't even need to run FamiTracker; not running FamiTracker's the same as not running your nes. :P

I, however, could see it set to 1 Hz (which would be hilarious). I could also see the clock set to nicetas_c proportions as well, which would be cooler than penguin crap anyway.
