So FF8 makes me nostalgia-bomb everywhere. Around the time I did The Extreme, I decided I was going to do all the boss themes eventually.

(also I started this before Skyrim came out and it's been distracting me from playing it)

If you're referring to the fact that the entire song was written with plain instruments, the answer is that the original song seemed to not need fancy volume tricks (except where I manually put volume envelopes in, like frame 0D). Everything is so layered and sustained that doing weird things would have killed it for me.

(also I was pretty sick of OpenMPT's handling of MIDI files by the time I finished that I didn't want to touch it up much when I finished - does anyone know of a program that will blow up a .mid file into readable music, tracker or sheet music or what have you?)

There's FL Studio. You can probably grab a free version and import a Midi file.

I think I've also used LMMS for that, and it's open source.

I did try LMMS myself (again) and the interface is just like FL Studio. I didn't have any trouble at all using it, but that's probably because I've used FL Studio a lot.
